The film follows John Payne (Michael Jai White), a former special forces operative who has retired from military life. Payne learns that his estranged brother, Cody, has been killed while working undercover in Romania. Determined to find out the truth, Payne travels to Eastern Europe to uncover the circumstances of Cody’s death.

In Romania, Payne teams up with his brother’s former partners, Max (Luke Goss) and Mason (Randy Couture), who are also seeking justice for Cody. Together, they discover that Cody was investigating a dangerous criminal syndicate involved in human trafficking and arms dealing, led by a ruthless figure named Toro. As Payne digs deeper, he realizes that Cody’s death was no accident—it was a calculated move by Toro’s organization to protect their illicit activities.

Payne uses his military skills to dismantle Toro’s network, taking on various operatives and henchmen in high-octane action sequences. Along the way, he uncovers corruption within the local police force, further complicating his quest for justice. Payne’s determination and combat prowess make him a formidable force against Toro and his syndicate.

The film builds to a climactic showdown between Payne and Toro, where Payne avenges his brother’s death and brings the criminal organization to its knees. With Max and Mason’s help, Payne ensures that the surviving victims of Toro’s operations are freed, and justice is served.
